Joining The Dots

The scouting programme in Surrey is built on a simple idea, that young people grow through adventure, challenge, and responsibility. Our Progressive Programme ensures that each section builds naturally on the last: from curiosity and creativity in Squirrels, to independence in Beavers and Cubs, leadership and adventure in Scouts, mastery and international experiences in Explorers, and finally, making a difference in the world through Network.

 

The Programme Matrix sets out this progression clearly. It defines the skills, experiences and values that every young person should gain at each stage, from camping and navigation to first aid, leadership and community impact. It helps leaders plan balanced, challenging and age-appropriate programmes, ensures consistency across the county, and celebrates the journey of every young person as they grow through Scouting.  We can use this as a tool for helping new leaders to understand the programme, joining up conversations about the programme across sections, and ensuring that the core elements are delivered in all scouting programmes.


Scouting As It Should Be Roadshow

From June to November 2025, the senior team ran a series of Roadshows across the county, bringing together volunteers from all roles. Following a period of change, it helped refocus on what Scouting is really about and where we should be focusing our efforts.

Topics included an update on Joining the Dots and the refreshed progressive programme matrix, Safety as We Scout, the Surrey Skills Academy, and Strategic Development Planning, with time for feedback and Q&A.

The Joining The Dots Conference on the 19th February 2022 raised the profile of the programme in Surrey Scouts and looked at:

 

  • Core elements of the programme across all section
  • Secondary and supporting elements of the programme
  • The progressive nature of the programme
  • Support structures at County Level
  • The roles that core and non-core training plays
  • The role that the Activity SASU play
  • The role that the Surrey Scout Training Trust plays
